Olena Drozdova tells about how free medical treatment abroad can be initiated in Ukraine

Only those Ukrainians who cannot be given necessary medical treatment in Ukrainian health care institutions may count on the Government’s referral for medical treatment abroad. This fact must be confirmed by the medical commission of the Ukrainian Ministry of Health.

Drozdova & Partners Law Firm director, Deputy Chair of the Committee on Medical and Pharmaceutical Law and Bioethics of the Ukrainian National Bar Association and advocate Ms Olena Drozdova has told about what documents a patient should collect in her interview to Segondia newspaper.

The expert has pointed out that the consideration of the issue of referring a patient for medical treatment abroad should be initiated by regional, district, or municipal health care institutions and the data collected should be sent to the Medical Commission of the Ministry of Health.

In accordance with the Regulation on Referring Ukrainian Nationals for Medical Treatment Abroad as approved by Cabinet’s Resolution No. 1079 of 27 December 2017, the patient should submit documents based on which the Commission would conclude that no necessary medical aid could be provided to the patient in Ukraine. The Commission is required to search for a relevant foreign health care institution.
